Select Cargo Types List from the Rate Settings menu and edit by clicking on the name or use the New button to create a new cargo type.
Note that creating cargo types is used to accommodate surcharges or discounts for specific types of cargo and there is no need to create additional categories unless you associate fees, discounts or special rates with that type of cargo.
